 My inferance is that it is political interferance which delays border
diputes
esp in this case with Bangladesh, may be our policy should be to give
ARMY on both sides to have a final say or army generals, be able to
participate in the vital meetings between countries.
I am tempted to guess how frustrating is their life while Govt never heads
 to their advise and they still have to guard the same border posts which 
would have been modified for better.

If there is room in Indiapolicy for bilateral relation ships, a pointer
in this direction will help.
