Dear Rajeev,

I fully support your view. I have already written a article on same line and 
submitted to Ministry concerned and circulated that articles to all 
ministers in 1996. But the biggest problems is politicians and bureaucrates 
are not willing to do this.

No business man is coming out for investing in the project on commercial 
terms.
If we can start this project on purely commercial terms then it may be 
possible. Why not we start looking for some venture capitalistist to invest 
in this project on a commercial terms. It may be a profit oriented project 
which will take into consideration social aspect also Like "Kaun banega 
karorepati " Terms

Let us discuss this the feasibility of this on a commercial terms.
