Subsidiarity

Please help make the Manifesto better, or accept it, and propagate it!

I want the constituion of the ideal party to represent the idea of
subsidiarity a little better.

In line with the algorithm shown in 4.e,

it could better be

If the citizens cannot  handle the problem better, and there is evidence
of the government being able to handle it better, then let it be given
to the immmediate local government. Only if the local governments are
not able to handle it, shall the state government be called in and only
if the state governments are unable to handle the problem, shall the
centre be called in. this will truly lead to an ideal federal republic
with power residing maximum in citizens and least in central
governments.
