I think the number is taken from an average of education spending for
advanced countries plus an increment for
the fact that we still have to CREATE a lot of educational infrastructure.
Sanjeev will be able to give the best answer cause he is te one who wrote it.

What is the rationale behind "6% of the Gross Domestic Product would be
targeted for being spent on education by the nation." ?

Can somebody kindly elaborate ?

Is the number tied to the population growth ?
