Proposing changes in Manifesto (Economic Policy)

Please help make the Manifesto better, or accept it, and propagate it!

Manifesto, Part II, Economic Policy, Item 13 (Information Technology)
Existing:
"Private parties would be involvement in cabling and uplinking. Consumer
electronics and semiconductor industries would be particularly encouraged.
Private individuals would be allowed to own and operate their own
communication satellites. Obstacles such as disproportionately heavy
license fee and earmarking of territories for companies would be done away
with. Internet telephony would be freely permitted."
proposing changes as in,
"Private parties would be involved in cabling and uplinking. Consumer
electronics and semiconductor industries would be particularly encouraged.
Private individuals would be allowed to own and operate their own
communication satellites. All communication (wireless) spectra will be
licenced nationally through auctions, subject to the national
spectrum-allocation policy. Wireline systems will be licenced the
right-of-way through auctions, by the local government in case of public
properties."
Notes: With Convergence being a reality and given the deregulation of the
Communications sector, internet telephony will be a non-issue. So a
special mention is unnecessary ?
