Dear IPIians, 

This subject, though debated at length in the past, has not found the
kind of attention it deserves in terms of having some strong policy
framework in the manifesto that goes beyond restating what is narrated
by our politicians for decades now, and shows ways to come out of this
mess.

I initiated a debate on this subject a while ago, but, other then one
response on the posting from Sanjeev, it has not found much attention,
perhaps it is boring or politically explosive to propose anything
radical.

I am writing again to suggest you all to go through the manifesto
doceument and see whether or not you agree with the way it proposes to
deal with this issue.
