Indexation

---------------------------------------------------------------------
Please help make the Manifesto better, or accept it, and propagate it!
---------------------------------------------------------------------
Currently, commodity and labour prices are automatically indexed, but fines
are not. I can give many instances where such lack of indexation leads to
violation of law with impunity. Fines set in 1800s are still in vogue
(e.g., Sarais Act; fine is Re.1). Fine for illegal activity during election
campaign for MLA/ MP is Rs. 500, etc.

Therefore, proposed to add to manifesto:

Legal reform:
-------------

"Fines become meaningless if they are not adjusted for inflation. Hence all
fines will be indexed. An annual book comprising tables of 'current value
of fines' will be published which will be used to impose penalties,
depending upon the year in which the fine was originally imposed."

Pl. vet.
