I am working on a database for a Indian search engine
right now and I came across quite a few websites that
end in .co.in

Here are some examples:
http://www.puretech.co.in
http://www.heart.org.in
http://www.akshay.co.in
http://www.tangerine.co.in
http://www.netlink.co.in

etc... etc... so I think the domains ending with .in
are available but they are not as popular as .com or
.org domains.
