The book - "Knowledge Societies - Information Technology for Sustainable 
Development" is available in it's entirety to download free of charge from 
the following wesite - http://www.sussex.ac.uk/spru/ink/knowledge.html.

I've only just started reading the book myself, but I think it would be a 
useful resource for people involved in developing IT policy.
