Hi Guys, I am new to htis board, and I dont know if this is
inappropriate.  If not, can someone involved with the civil service in
india help me out here?

A New Zealander friend is trying for a while to obtain a visa to study
some material in the National Library in Delhi.  He has been told he
will have to get a Research Visa, and it will take upto 9 months.  Is
this true, or has he just encountered the famed babu?  Is there any way
to speed up this process?
