This approach looks nice in absolute but looking at the state of our
democracy right now , It appears to me that this will result in an extension
of the posts for politicians backdoor entry on various important posts.
Don't we already have the chairmen of various boards and cooperative
organizations , getting posted in almost the same way ? and aren't these
provisions being abused by politicians ? Unless there is some way to ensure
that elected executive does it's duty well this could be a disaster. Today
the civil servants might be corrupt but they are not goonda at least. I feel
this provision will make way for the criminals to enter even on civil
servant posts because of their "entrepreneurial" skills and become a way to
reward those who help politicians to come to power.

Based on Umesh's excellent points below, I have added the following under

8.	Administrative Reforms

e)	All these administrative positions would be filled by nomination of the
person by the elected executive and subsequent screening and confirmation
hearing and approval by the Lok Sabha or related State Assemblies.

Version 2000.2 is now up.
