Superb report. But ...
* Nothing new beyond that which is well-known
* Identification of the cause is clear, but solutions are not related to
the cause.
A) IDENTIFICATION OF THE PROBLEM
ELECTIONS:
6.2 (iii) The cost of contesting elections has thrown the politician into
the lap of these elements and led to a grave compromise by officials of the
preventive/detective systems.
3.2 The money power is used to develop a network of muscle-power which is
also used by the politicians during elections.
6.1 (iii) Assessment of the impact of these linkages on the various
institutions viz., the electoral, political, economic, law and order and
the administrative apparatus.
CRIMINAL JUSTICE:
7.5 (i) The utter inadequacy of the criminal justice system

13.1 the vital importance of setting up a nodal point
C) UNDERLYING CAUSES NEGLECTED
1. MPs and MLAs are paid so poorly that they cannot but make money on the
side. This sets the chain reaction of corruption and linkage with syndicates.
2. Judges at the grass-root level are v. poorly paid (though not as badly
as the people's representatives).
3. Electoral expense limits are a farce and should be eliminated (I will
comment on the actual expense statements of one Parliamentary election in
due course)
4. Political parties are not required to publish their accounts. There is
need for complete transparency at the political party level.
CONSEQUENCE - GRAVE DANGER TO INDIA
9. 1 (iv) Narcotics trade has a world-wide network of smugglers who also
have close links with terrorists. Terrorists indulge in narcotics trade to
amass huge funds, in various foreign currencies, from which they source
their procurement of weapons etc.
DO WE - AS A NATION - WISH TO SOLVE THE PROBLEM OR CONSISTENTLY EVADE IT?
LET US GET 'REAL'.
