Please help make the Manifesto better, or accept it, and propagate it!

we need to debate "positive" rights versus "negative" rights. i am
currently on
holiday in bombay. when i'm back in delhi on feb 7 i shall send some ipi
material on that. the entire debate on ipi on education is in some sense a
sub-debate of this.

as an illustation
the right to life and liberty is a  "negative" right
the right to education is a "positive" right
