 THEN GO THROUGH THE FOLLOWING
 SUGGESTIONS FOR IMPROVEMENT OF INDIAN QUALITY OF LIFE
 	Ultimate objective of any economic planning is to maximize the satisfaction
 level of it's constituents i.e. the  population of that economy by optimum
 distribution of  available economic resources i.e., food, cloth, housing,
 roads, power, water, communication facility, education, health, insurance,
 security , techniques , entertainment facilities etc. All these resources
 are available with the members of  the economy in the shape of  man,
 material, machine, money, land, labour, skills, education, sports,
 techniques, culture etc. In fact every member of the economy is having one
 or more resource with them and is lacking one or more of them. These
 resources are scattered in different states, regions, cities, villages and
 locations.  Further every member of the economy has it's own priority for
 these resources depending upon their education, location, culture, religion
 etc. . Now the question before the planners of the Economy is to collect,
 analyze and disseminate the information about  the stock, shortfall, lack
 of  these or other resources held by each Individual member of the economy
 according to their location, taste, education, sex, religion, status etc.
 Different  Institutions , ministries, organizations, political parties are
 collecting , analyzing , dissemination of information about these resources
 in different ways but these data's are of  least use because there is no
 common key to integrate these data's for comparison  e.g.  Income Tax
 Department has  started collection of  Data about  Income Tax payers giving
 them the Separate PAN NO. , Passport authorities are issuing passport on
 their own Number, Driving Licenses are issued using different Numbers,
 Voters Cards are issued using other type of  Nos., Immovable Properties are
 registered using different Concept, Courts of Law are keeping register on
 different basis, Police records are maintained according to their own
identification no., Banks are opening
 A/c using different type of
 identification no. and so on. It means Data's are available with the
 different Institutions, ministries, organizations but neither these are
 comparable nor can be analyzed , summarized and utilized because there in no
 Common and Unique Identification Key  which  can help in  creating a
 relational database of  the Economy as a whole. Thousands of  Crores of
 Rupees have already been spent on collection of all these information about
 the members of the economy  but  constructive use of  these information
 could not be made due to lack of a Common Key  which helps in integrating
 and summarizing all these information.
 	In view of the above what we require on priority is to Issue a UNIQUE
 IDENTIFICATION CODE for each and every member of the economy based on  their
 place of  birth i.e. on the basis of  Region, State, District, Tehsil,
 Postoffice of Birth (because every  person may have different addresses but
 place of birth is Unique for each of them ).  For this  Tehsil/village Level
 Computer Center can be opened  and
 Information about  Age , Education, Sex, Religion, Family along with their
 identification code and photograph, Occupation, correspondence and other
 addresses,  Immovable properties their Locations, bank A/c etc. should be
 collected for each member of the economy. This Will Require approximately
 4,00,000 computers  considering that  for  every 5000 members two computers
 are required.  The cost of computer per member of the economy  comes to Rs.
 20 only ( Approx. Price of  Computer is Rs. 50000). Cost of Installation,
 software, network, operation may further cost  Rs. 80 per member.
 Considering the 100 crore members of the economy  the  Total Cost would be
 Rs. 10000 Crores which is lesser than the expenditures we are incurring on
 collecting these information  without any effective use of them.
 	This will not only create employment opportunities  but also cost of this
 can be recovered in a short span of  time if Reference of  This Unique
 Identification number  on all  types of events, transactions, dealings
 whatsoever nature may be of  economic, educational, police, judiciary,
 rationing, licensing, health, banking  etc., should  be enforced legally.
 Through legislation   It can be enforced that in without proper reference of
 Unique Identification Code No passport shall be Issued, No Driving License
 shall be issued, No Dispute shall be entertained  In the court for any
 property , No property shall be transferred, No Ration card shall be issued,
 Admission in schools shall not be given, No booking for tickets, flats,
 factory, land etc. shall be entertained and so on.  All Departments of
 Government , Ministries, organizations. Hospitals, Schools, Revenue, MCD,
 Registry office, Court should be instructed to refer  this Unique
 Identification Code of the concerned member/members of the economy for
 recording any of their information. A common  reference to Unique
 Identification Code in all vital information shall  be useful to not only to
 establish a relation between these information but also authenticity of
 these information can be verified and summarized. This will facilitate in
 taking stock of scarce economic resources available to us and for their
 optimum utilization according to the priorities of the Economy as a whole
 and as Individual members of the economy. Wastage , misutilisation of these
 can be minimised to the lowest level. Budget of the Whole Economy, Region,
 State, City, Village, Each Individual member can be effectively made and any
 variance can be effectively controlled. Corruption shall be reduced to the
 zero level and morale, efficiency and life style of each member can be
 improved to the maximum satisfaction.
  	Concepts of  RDBMS, Object Oriented Programming and Operational research
 techniques using the modern computerized facilities should be utilized to
 achieve this objective considering the mass volume of economic variables and
 their interdependencies. Our Software  Professionals who are in demand
 worldwide,  are competent and efficient enough to develop such system which
 will work as the foundation for the rapid growth of the economy.
 Conclusion :  Issue of Unique Identification code to each  member of our
 country  and its mandatory use and reference in  all vital information is
 first step towards planning , identification and allocation of  Economic
 resources i.e. Man, Machine, Material, Money and Management.
