The existing Women's Reservation Bill has not only evoked a lot of
controversy but also met with stiff opposition from majority of

As you well know, the stalemate over this bill has given rise to many an

ugly scene. This has also prevented an open and healthy discussion on
the merits and demerits of the proposed legislation.

The scheme of reservation proposed in the present bill has serious
flaws. If it is made into a law without rectifying those defects, it
will not only harm women's interests but also has the potential to cause

great damage to our already distorted parliamentary democracy.
Unfortunately, neither side have been able to work out ways of resolving

the deadlock.

In response to this continuing stalemate, the Forum for Democratic
Reforms has taken the initiative to draft a more workable Alternative
Women's Reservation Bill. The drafting Committee consisted of
Jayaprakash Narayan (Lok Satta, Hyderabad), Dhirubhai Sheth (Lokayan,
Delhi), Yogendra Yadav (CSDS, Delhi) and Madhu Kishwar (Manushi, New

India International Centre and Forum for Democratic Reforms cordially
