Please help make the Manifesto better, or accept it, and propagate it!

While it is true that so called upper castes continue to discriminate
against the dalits, they alone are not to be blamed. There is caste
hierarchy within dalits and the upper caste dalits intimidate the lower
caste dalits. But will the reservation system solve the problem ? My
guess
is as good or bad as anyone else's.
