Pathology of corruption

Please help make the Manifesto better, or accept it, and propagate it!
Reading a stupendous book by SS Gill, an ex-bureaucrat, entitled,
"The pathology of corruption" (HarperCollins, 1998). Such blatant
factual account of things is  a pleasure to read.

The greatest concern one has while transporting one's goods across
the country is to avoid the thugs who sit at the various 'check-gates'
and extort bribes from truck drivers (ultimately owners). He describes
the consequences of this at p.133, and he concludes, "the person honest

enough to pay [factual excise duty] would be priced out of the market."

Others who have read this may pl. highlight its major suggestions.
