Your suggestion is innovative indeed. Should debate this more.

The two houses are created basically to balance the representation in
the
government. Since the lok sabha is directly elected it tends to be
totally
representative by population. The more populated states therefore tend
to be
at an advantage. To balance this the Rajaya Sabha has equal
representation
from all states irrespective of their population. Also the president
elects
representatives from various non political fields to ensure that there
is
representation from arts and sports etc. The method of election, being
indirect allows the representation by different parties i.e if there are

different parties in power in the states and a different one at the
centre
then the representation of the Rajaya Sabha would reflect this, ensuring

balance at the parliamentary level.

As with most other institutions and processes in India, the system does
not
work with 100% efficiency and is often subverted but it atleast
partially
achieves its stated aim. No bill can be passed without the Rajaya
Sabha's
OK.
