    In the recent past, the Government of India (GoI) has introduced a
scheme of "no" license fees for the Internet Service Providers (ISPs).
I assume this was in line with the most of the world where are ISPs are
thought to be 2nd or 3rd tier service providers dependent heavily on the
Telecom Infrastructure.

    However, the GoI didn't make this totally license-free.  For
example, it has introduced a license of Rs 1 per year per ISP.  Absurd!
It takes more resources to collect this Rs 1 license fee than what is
collected.  In other words, the GoI has an excuse to charge more in the
future.

    The GoI has effectively discouraged job growth in Telecom Sector by
charging high license fees (in some cases, 10 times as much as in US!).
This has also discouraged the growth of Telecom infrastructure in the
country - who knows how many more jobs that has destroyed.  A Government
for the people should be encouraging wealth creation (jobs) and provide
the framework for a stable growth.  Instead, the GoI has consistently
served the interests of Department of Telecom (DoT) - its monopoly
Telecom company.
